In the petition on the route of the separation wall near the villages Azzun and Nabi Ilyas, the State admits that the reason the wall does not run adjacent to the settlement Tzufin is the outline plan for the settlement, which intended to turn the annexed territory into an industrial zone. It is worth noting that a previous petition on the subject was rejected because the HCJ accepted the State's claim that the justification for the route was security. The State adds that, had the wall in the area been planned today, it would not have taken the settlement's outline plan into consideration. Be that as it may, and despite the serious harm to the residents of the villages, the State claims that the wall's route should not be changed now due to the high cost of doing so.
