Summary of the report of the State Comptroller from 1995, submitted to the sub-committee on intelligence matters of the State Control Committee of the Knesset, published in the year 2000. The report presents "a series of failings indicating that those in charge of the organization as a whole have failed terribly in their role of ensuring the ISA's activities are within the limits of the law". Among other things, the State Comptroller states that ISA interrogators knowingly and systematically overstep the decisions of the Landau Commission and ISA protocol, and that the ISA does not bring interrogators who overstepped protocol or lied, to justice.
