HCJ 2797/11 - Qarae'en et al. v. Minister of Interior Petition for Order Nisi

Petition by HaMoked and ACRI to instruct the Ministry of Interior to cease revoking the status of residents of East Jerusalem for residing outside of Israel for long periods of time or for acquiring status in a different country. The organizations claim, among other things, that the Ministry's policy has become a destructive bureaucratic tool, used to change the reality of life in Jerusalem; that it relates to an area that was annexed to Israel, whose residents were forced to become permanent residents of Israel; and that the issue should be examined according to the norms of international law, which views East Jerusalem as occupied territory, and its Palestinian residents as persons entitled to the protection of international humanitarian law.
